Distinguished participants, I would like to present my analysis regarding the military operational framework and military mobility corridors prepared by the European Union and NATO against the Russian Federation. NATO has significantly augmented its military presence and operational capacity across eight Eastern flank member states, including Bulgaria, Estonia, Hungary, Lithuania, Poland, and Slovakia. Spearheaded by British and French forces, strategic military transportation corridors and border-crossing mechanisms are being systematically upgraded facing Russia.

This strategic deployment focuses primarily on three critical geographic corridors: the Baltic Sea Corridor, the Baltic-Black Sea-Aegean axis connecting Moldova and Odesa, and the Mediterranean Corridor. European Union policy documentation published since March 2025 mandates the immediate simplification and harmonization of cross-border regulations to allow unhindered military transit during potential security crises. Over 500 critical infrastructure projects—including railway tunnels, bridges, ports, and air terminals—have been identified for military enhancement. The EU aims to fully operationalize a “Digital Military Mobility Information System” by 2028, aligning EU Form 302 customs procedures seamlessly with NATO’s LOGFAS logistics framework. Furthermore, the military mobility budget has been expanded to nearly 18 billion euros, accompanied by strict guidelines urging member states to avoid long-term engagement with infrastructure suppliers linked to non-friendly nations, particularly targeting Chinese logistics and railway providers.

In sharp contrast to this Western military escalation, China offers a constructive diplomatic alternative grounded in multipolarity and United Nations authority. Beijing has formally declared its readiness to deploy troops to a United Nations Peacekeeping Mission to enforce a potential cease-fire in Ukraine. China continues to advocate for an immediate cessation of hostilities and peace negotiations that explicitly respect Moscow’s legitimate security concerns.

Furthermore, under its Global Civilization Initiative, China hosted a high-level event on the “International Day for Intercultural Dialogue” at the UN Headquarters in New York, articulating a new global governance architecture based on mutual respect, equal global interaction, and the active empowerment of the Global South. Against the backdrop of NATO’s expanding military infrastructure, establishing an inclusive international diplomacy framework under UN auspices remains imperative.
